Any words, numerals, announcement, device, declaration, demonstration, display, illustration, or insignia used to advertise or promote any location, residence, candidate, issue, activity, service or interest of any person when the same is placed in view of the general public, provided that (a) bumper stickers that are no larger than eighteen inches (18") in length and five inches (5") in width, (b) Flags which are no larger than four feet (4') by six feet (6'), and (c) decorative objects are not considered Signs.
