Any structure, except pools, devoted primarily to recreational activities, including, but not limited to, sport courts (such as tennis courts, handball courts, racquetball courts, and basketball courts), and trampoline pits. Where any question is presented concerning a particular structure’s status as an outdoor recreational facility, the City Administrator shall make the determination as to the structure’s status. In so doing, the City Administrator shall consider factors such as the structure’s proposed or existing location, surface composition, lighting, fencing, and such other factors which the City Administrator deems proper.
