All permit applications for exterior work filed pursuant to 5-1025 shall be submitted to the ARB for its consideration and approval after an application has been properly filed with the City Clerk. No permit shall be issued to the applicant for such a permit without the approval of the ARB. In the event that the applicant does not request issuance of the permit within one (1) year from the date the ARB approves the application, or in the event of an appeal of the ARB approval, within one (1) year from the conclusion of the appeal, the ARB approval will expire.
