To mend an existing structure by replacing a part or putting together what is torn or broken. Repair of an existing structure shall not in any manner change the use, location, height, size, material composition, design, or exterior surface of the structure. Repairs shall not exceed twenty-five percent (25%) of the affected:

A. Plane of a fence;

B. Plane of a roof;

C. Plane of siding; or

D. Walkway, patio, or driveway.

Such repairs do not require a building permit. As provided in Section 5-1005 of the Building Code, however, repairs shall not include the cutting away of any wall, partition or portion thereof; the removal or cutting of any structural beam or bearing support; or the removal or change of any required means of egress, or rearrangement of parts of a structure affecting the exit requirements; nor shall repairs include addition to, alteration of, replacement or relocation of any standpipe, water supply, sewer, drainage, drain leader, gas, soil, waste, vent or similar piping, electric wiring or mechanical, or other work affecting public health or general safety; all of which requires a building permit.
